State Senate Democrats, led by outgoing Senate President Pro Tem Don Perata (Democrat – Oakland) said that major points of a budget deal with Governor Arnold viagra Schwarzenegger has been reached, including agreement for a spending cap on state spending in future State budgets. There is no official word yet on what the Assembly will do, who were not part of this achat cialis budget agreement. However the agreement reached with the Governor does not mean passage in the State Senate – or Assembly is close, with Republican votes needed in both houses to pass a State budget. Republican leaders in both houses have previously said they would refuse to support a budget that included new increases in taxes. Also mentioned, though with no details, was agreement on a temporary 1 cent increase in the State sales tax and a reserve fund proposed earlier by the Governor. Perata said the agreement will not include a provision for automatic spending cuts that a governor can make if there are future budget deficits – new authority that Governor Schwarzenegger wanted as part of his budget reform package. Passage of a State budget requires 27 votes of 40 members in the State Senate and 54 votes of 80 members in the Assembly.
Democrats control 25 seats in the State Senate – and if all Democrats voted for the budget agreement, at least two Republican votes would be needed. Six Republican votes would be needed in the Assembly if all the Democrats there voted for a budget.
Sen. Perata said that it was up to the Republican Governor now to get Republican votes in the State Senate and Assembly to pass the budget. Perata said he will not schedule a Senate floor vote on the budget until he is certain that the Governor has the two Senate Republican votes for the compromise.
